{"id":28653,"date":"2015-11-24T23:59:12","date_gmt":"2015-11-24T22:59:12","guid":{"rendered":"https:\/\/www.gioventurapiemonteisa.net\/2020\/?p=28653"},"modified":"2018-03-31T17:25:41","modified_gmt":"2018-03-31T15:25:41","slug":"video-la-savoja-a-lonu-a-l8v-forum-an-sle-minoranse","status":"publish","type":"post","link":"https:\/\/www.gioventurapiemonteisa.net\/2020\/?p=28653","title":{"rendered":"Video: La Sav\u00f2ja a l&#8217;ONU a l&#8217;8v Forum an sle Minoranse | Entretien informel avec le repr\u00e9sentant de la France"},"content":{"rendered":"<h2>O.N.U. &#8211; Forum on Minority Issues<\/h2>\n<p>Pursuant to <a title=\"Human Rights Council resolution 6\/15 - PDF\" href=\"http:\/\/ap.ohchr.org\/documents\/E\/HRC\/resolutions\/A_HRC_RES_6_15.pdf\">Human Rights Council resolution 6\/15 of 28 September 2007<\/a> renewed by <a title=\"Human Rights Council resolution 19\/23 - new window\" href=\"http:\/\/daccess-ods.un.org\/access.nsf\/Get?Open&amp;DS=A\/HRC\/RES\/19\/23&amp;Lang=E\" target=\"_blank\" rel=\"noopener\">resolution 19\/23 of 23 March 2012<\/a>, a forum on minority issues has been established to provide a platform for promoting dialogue and cooperation on issues pertaining to national or ethnic, religious and linguistic minorities, as well as thematic contributions and expertise to the work of the <a title=\"Special Rapporteur on minority issues\" href=\"http:\/\/www.ohchr.org\/EN\/Issues\/Minorities\/SRMinorities\/Pages\/SRminorityissuesIndex.aspx\" target=\"_blank\" rel=\"noopener\">Special Rapporteur on minority issues<\/a>. The Forum shall identify and analyze best practices, challenges, opportunities and initiatives for the further implementation of the <a title=\"Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities\" href=\"http:\/\/www.ohchr.org\/EN\/ProfessionalInterest\/Pages\/Minorities.aspx\" target=\"_blank\" rel=\"noopener\">Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities<\/a>.<\/p>\n<p style=\"text-align: justify;\">The Forum meets annually for two working days allocated to thematic discussions. Je lui fais part de ma surprise (car cela fait maintenant plus de cinq ans que nous cherchons \u00e0 entrer en contact avec le gouvernement fran\u00e7ais), et de mon accord, pour une rencontre informelle.<\/p>\n<p style=\"text-align: justify; padding-left: 90px;\">Lors d&#8217;une pause, je suis descendu prendre l&#8217;air en compagnie de St\u00e9phane Domagala, Pr\u00e9sident de l&#8217;ANH. Nous \u00e9tions sur le parvis de l&#8217;ONU quand le repr\u00e9sentant de la France est venu nous alpager .. En effet, la politesse et la courtoisie ne semblent pas faire partie des coutumes fran\u00e7aises !<\/p>\n<p style=\"text-align: justify; padding-left: 90px;\">Notre \u00e9change a eu une dur\u00e9e de 5 minutes environ. Il ne semblait pas tr\u00e9s int\u00e9ress\u00e9 par la Bretagne, et ciblait la Savoie.<br \/>\nSes questions tr\u00e9s dirig\u00e9es, tentaient de me faire croire que je n&#8217;\u00e9tais pas sur le &#8220;bon lieu au bon moment&#8221;. Pour lui, il ne voyait pas pourquoi nous nous posions comme minorit\u00e9. Il a tent\u00e9 \u00e0 maintes reprises de me faire dire que nous \u00e9tions dans une position diff\u00e9rente de celle des peuples massacr\u00e9s et harcel\u00e9s par leur propre gouvernement.<br \/>\nJe refuse sa logique, et lui fait entendre, qu&#8217;il y avait plusieurs niveaux de pressions, de harc\u00e8lements et d&#8217;intimidation, et que la france n&#8217;h\u00e9siterait en aucun cas, \u00e0 nous faire abattre si nous allions trop loin !<\/p>\n<p style=\"text-align: justify; padding-left: 90px;\">En tout cas, il en ressort que la grande peur de la france r\u00e9side dans le fait que nous pourrions prendre les armes. Je le rassure donc \u00e0 ce niveau, et lui laisse entendre que les Savoisiens sont pacifistes .. La preuve est que nous sommes l\u00e0 aujourd&#8217;hui, et que la non violence est la condition sine qua non pour rester au sein de l&#8217;UNPO.<br \/>\nPar contre, je lui dis aussi, que si la france prenait encore 20 ans pour commencer des n\u00e9gociations, je ne garantissais rien, car je ne suis pas devin, et que je n&#8217;ai aucune influence sur les Savoisiens. La balle est dans leur camp maintenant !<\/p>\n<p style=\"text-align: justify; padding-left: 90px;\">Son autre question visait la population. Il me disait, que si la population ne suivait pas, cela ne serait pas possible ! Il me parlait donc d&#8217;un r\u00e9f\u00e9rendum. Je lui explique quil n&#8217;y aura certainement pas de r\u00e9f\u00e9rendum, puisque la france envoie r\u00e9guli\u00e8rement ses ressortissants s&#8217;installer chez nous !
